I’m a permanent resident student (green card holder) in the U.S, I need to transfer to university from a community college, do I need to take SAT test in order to transferring? (I’m taking classes in the community college) ……Or it depends on different universities’ requirements?

I do not think SAT is required for any undergrad action. You will simply have to submit your transcript, letters of recommendation, and essay. The details can be found by looking under “Transfer Students” for your university. They explicitly will tell you what they require.
I am tended to believe that you’re too late to transfer though. All papers are due from March to May in many cases.

requirements of the university although most of them would probably be more comfortable placing you should you take the SATs (some might even prefer the ACTs)
