Generally they mean SAT I. Colleges that are regarded as elite colleges may request for SAT II scores. You will know if they are asking for these because they will either ask for SAT II score or ask for the specified subject SAT score (ex. SAT Physics Score).
Mainly the SAT I, a.k.a. the SAT Reasoning Test. A lot of colleges do require SAT Subject Tests, but they are not as big a factor in admissions decisions.
