Look at schools geared towards adults returning to the academic environment, like University of Phoenix and Keller. They’ll be your best bet. I don’t know that any traditional university will accept you without at least TOEFL.
BTW, why not just take the GRE and TOEFL exams? If you really want to get into grad school, that’s your best option.
If you are looking to study in college in the US but are afraid that your scores are not high enough, I would suggest community college. Many of them have open admissions, meaning anyone can get in. They also provide a lot of support for all of your classes. They are a great place to start your college education, and can lead to many other great universities and jobs. I would suggest you find a community college near where you want to stay, and start the application process. You can always switch to another school once you have gotten on your feet academically. Good luck!
I’m not really sure I understand, but I’m guessing that most universities require Toefl scores from international students. The GRE however is required to get into graduate school only.
