How Does Ucla Make Their Admission Decisions If No College/high School Transcripts Are Required When Applying?

I thought I had to send in my transcripts before applying(like i did for other universities) so that they could see my grades, but when I called the admissions office they said they didn’t required any transcripts until later I got accepted. How do they base their decisions if they can’t see my grades? is it all just in the personal statement?

    You need to fill in all your high school courses and grades, list your extracurricular activities, and complete your personal statement on the UC application. The admission decisions are made based on the information you provide. The UCs do random and hand-picked application audits to deter students from lying on the application. All grades and coursework are verified through the final high school transcript by the UC that has accepted you and to which you intend to enroll.
